Microsoft drops Surface RT price by as much as 30%

PC World writes, Microsoft slashed prices on its Surface RT tablets by as much as 30 percent, with the entry-level 32GB model selling for $349 starting July 14. The 64GB Surface RT was also discounted by $150, and now sells for $449, or 25 percent off its former price. When Microsoft launched the tablet, it sold the 32GB device for $499 and the 64GB configuration for $599. Microsoft started selling the Surface RT at the lower prices July 14, as did some of its U.S. retail partners, including Best Buy and Staples. On its website, Staples noted that the discounted prices are valid until July 20, and only while?

Report: Israel led air strike in Syria on July 5

(AP) ? U.S. officials say Israel targeted advanced anti-ship cruise missiles near Syria's principal port city in an air attack carried out earlier this month, The New York Times reported.

The officials say the attack on July 5 near the city of Latakia targeted a type of Russian-made missile called the Yakhont that Russia had sold to the Syrian government, the Times reported on its website Saturday night. Russia is a key political ally and arms supplier of Syrian President Bashar Assad's regime.

The officials didn't provide details on the strike, including the extent of the damage and how many missiles were used. The Times reported that the officials declined to be identified because they were discussing intelligence reports.

Israel maintains it's not involved in Syria's 2-year-old civil war except to stop weapons transfers. The strike near Latakia was the fourth known air strike in Syria by Israel this year, the newspaper reported.

The attack came to light after Syrian rebels said they were not behind the explosions in Latakia on July 5, according to the Times. Neither U.S. nor Israeli officials have commented publicly on the report.

Reports surfaced earlier this year that Russia had delivered an advanced version of its Yakhont anti-ship cruise missile to Assad's regime even though Russia had stated that it was committed to peace talks. Those reports prompted the U.S. to complain in May about an "ill-timed" step by Russia.

Such weapons would help to upgrade significantly Syria's capacity to target manned planes, drones and incoming missiles and would complicate efforts to enforce a no-fly zone over Syria if the U.S. and other nations were to decide to initiate one.

China's GDP growth slows to 7.5 percent, tests reform push

BEIJING (Reuters) - China's GDP growth slowed in the second quarter to 7.5 percent year-on-year as weak overseas demand weighed on output and investment, lining up a test of Beijing's resolve to revamp the world's second-biggest economy in the face of deteriorating data.

Other figures showed industrial output in June rising slightly less than forecast compared with a year earlier, but retail sales increasing more than had been expected.

The latest year-on-year economic growth reading compared with the median forecast in a Reuters poll of 7.5 percent and showed the pace of economic activity easing from 7.7 percent annual growth in January-March.

"These figures are not surprising, adding to signs of downward pressure on China's economy," said Zhou Hao, an economist at ANZ Bank in Shanghai.

The Australian dollar, which is highly sensitive to Chinese demand for Australian raw materials, rose on relief the GDP numbers were not weaker, following last week's report of a surprise fall in exports in June from a year earlier.

China's statistics bureau said the economy's performance in the first half of the year was stable overall and that indicators were within a reasonable range.

New Premier Li Keqiang has been prominent in pushing for economic reform over fast-line growth, suggesting the government is in no rush to offer fresh stimulus to revive an economy in a protracted slowdown.

With the latest GDP data, China's growth has slowed down in nine of the last 10 quarters.

The government's official growth target for 2013 is 7.5 percent, impressive by world standards but it would be the slowest pace in 23 years for China.

The latest data showed the economy grew 7.6 percent in the first half of the year from a year earlier, just ahead of the full-year target.

Analysts have cut their forecasts for 2013 full-year growth in recent weeks following a run of weak data and government comments on slowing growth. Ahead of Monday's economic figures, they were mostly forecasting 2013 growth between 7 and 7.5 percent.

Last week, customs data showed China's exports fell 3.1 percent in June against forecasts for a rise of 4 percent, while imports dipped 0.7 percent versus an expected 8.0 percent rise. The customs administration added that the outlook for July to September was "grim.

Other figures had shown factory-gate deflation persisted for a 16th straight month, backing the view that the economy, plagued by industrial overcapacity, is losing momentum.

Annual consumer inflation accelerated more than expected in June, but remained subdued at 2.7 percent, below Beijing's annual target of 3.5 percent.

The main worry for China's leaders is if the economic slowdown leads to high unemployment that could spark social unrest. So far government officials say employment is stable.

So for now, economists do not see any major stimulus or policy shift and instead expect the government to tough out the slowdown as they pursue a longer-term vision of reforming the economy towards consumer-led, rather than export- and investment-led growth.

Beijing is still cleaning up trillions of dollars in local government debt left over from its last spending spree during the 2008/2009 global financial crisis, while trying to rein in off-balance-sheet loans.

"The focus is still on reforms. The chances of a cut in interest rates or banks' reserve ratio look slim," Xu Hongcai, senior economist at the China Centre for International Economic Exchanges (CCIEE), a think-tank in Beijing, said before the release of the GDP data.

"Previously, when the economy was not good, local officials held out their hands for money from the central government. But now they have to embrace reforms as no money will be given."

Arrests, threats of prosecution and now an effort to cut off the Muslim Brotherhood's funding in military-ruled Egypt.

US Deputy Secretary of State Bill Burns is arriving in Cairo today for a three day visit, as protests over the ouster of Muslim Brotherhood President Mohamed Morsi continue to rock Cairo, pledges of financial support from Gulf monarchies uncomfortable with the precedent of Islamists coming to power via elections continue to pour in, and question marks abound over how a new transition plan can work in a country so divided.

In a brief statement, the State Department wrote that Burns will stay in Cairo until July 16 and "will meet with interim government officials as well as civil society and business leaders. In all these meetings, he will underscore US support for the Egyptian people, an end to all violence, and a transition leading to an inclusive, democratically-elected civilian government."

That's a nice sentiment, but getting there will not be easy - particularly with a Muslim Brotherhood that is wounded but still potent, and the way Egypt's current military-backed government is seeking to cut off their avenues for political participation.

Army chief Gen. Abdel Fatah al-Sisi said today in a posting on the military's Facebook page that he'd offered Morsi a way out - a referendum on his rule - that the former president rejected, effectively leaving him and the military little choice but to depose the president on July 3 in "the service of the people." That could well be true - Morsi and the Brotherhood had grown convinced that the military was moving with elements of the old regime to depose them, and probably assumed that any such exercise would be fixed against them.

But if so, they badly miscalculated the depth of antipathy towards the president that had developed on the street. His presidential victory was a narrow one over a former Mubarak minister in June 2012, and in the year since the economy had declined and the government's principle initiatives seemed mostly about entrenching the Brothers in power.

How else to explain his decision in June to appoint a former member of the terrorist group Gamaa al-Islamiyaa to be governor of Luxor? The group murdered 62 people, mostly foreign tourists at one of the Pharoahnic temples in Luxor, in 1997. The attack dealt a blow to tourism in Egypt for years and saw the Egyptian public turn sharply against the group. The group is understandably hated in the Luxor area - but its political party was also a backer of Morsi, and rewards were to be handed out.

It is simultaneously the case that a coalition of people, including officers, who had prospered under Mubarak wanted Morsi out and that millions of average Egyptians were alarmed by Morsi's performance, and the looming reality of a movement in power that ultimately wants Islamic sharia to be the law of the land. Now it is the military pulling the strings, albiet indirectly with its decision to appoint a president, a judge and political neophyte, who in turn has started naming cabinet positions.

And it will be the military, used for decades to box in and harass Muslim Brotherhood leaders, who will decide how much space it will have to operate in the next round of political change. Gen. Sisi insisted today that all parties would be allowed to participate in "political life" but there are signs that he didn't really mean it.

Today, Egypt's public prosecutor froze the assets of some of the Brotherhood's most important leaders, including Supreme Guide Mohamed Badie, key strategist and financial backer Khairat al-Shater, and Saad al-Katani, the leader of the Brotherhood's official political wing, the Freedom and Justice Party. Mr. Morsi remains under house arrest and there are warrants for a number of other senior Brotherhood leaders. The effort to go after Mr. Shater is particularly interesting since he's used his vast wealth and international contacts to finance the group, and was initially the Brotherhood's choice to run for president, though was disqualified for a past conviction for his political activities during the Mubarak era.

The successful coup playbook has neutering the deposed government as the first order of business following their removal from power, and it's hard to see how that isn't what's happening in Egypt now. Yesterday, Reuters reported that Egypt had begun a criminal investigation into Morsi, Badie and 7 other Brotherhood leaders on allegations of spying for foreign powers and inciting violence. The worst violence in the latest round of upheaval has come from the military, with at least 50 Muslim Brotherhood protesters gunned down outside a Republican Guard office in Cairo on July 8.

All of these announcements of investigations, house arrests, and seizing of money could perhaps be a temporary ploy, a public threat combined with private words to Brotherhood leaders that if they'll pull their supporters off the streets, then the army will back off.

But in public at least, the Brotherhood shows no signs of wavering - with spokesmen continuing the deride the "illegitimate" coup and calling for protests. And while the organization has lost the presidency for now, it still remains Egypt's largest grass roots organization, with a history of political organization that few if any forces in Egypt can match. Smooth going in Egypt right now without the Brotherhood involved somehow is hard to imagine.

This is the political scene that will greet Secretary Burns as he travels around Cairo tomorrow. With the US keeping military aid off the table for now, its care in never calling the coup a "coup," and an absence of trust for America across the political spectrum, it's unclear what if anything his visit could accomplish.

Arizona homicide suspect arrested in California

KINGMAN, Ariz.? A suspect in a 2011 Lake Havasu City homicide was arrested in California, according to Arizona authorities.

Michael Mears, 36, was taken into custody Thursday in Los Angeles in connection with a December 21 homicide.

Lake Havasu City police Sgt. Troy Stirling said Brett Kelly, 40, was killed in his home in the 3200 block of Crater Drive. Mears awaits extradition for prosecution in Arizona on first-degree murder, kidnapping and burglary charges, Stirling said.

Laboratory testing of evidence collected from the crime scene helped authorities build a case and secure an arrest warrant for Mears, Stirling said. He said the homicide remains on ongoing investigation, with police working to identify additional suspects.

Keyboard Case Turns Your iPad Into a Pint-Sized Piano

While there are many iPad cases out there with built in keyboards, one company is attempting to bring a more musical type of keyboard to the iPad.

Meet C.24, a two-octave wireless keyboard case for the iPad that replaces the computer keyboard from a traditional keyboard case with piano keys. The case sends MIDI input to your iPad wirelessly, and will work with any music app you have installed on the tablet.

A strip of buttons above the piano keys lets you control things such as what octave the keyboard will play in and add effects like tone modulation.

Miselu, the company who designed the keyboard, also designed an open standard for hardware expansion modules. That means that tactile controls such as faders, knobs and XY pads could also be available in the future to help you with your musical stylings.

The C.24 isn?t quite ready for the market yet. Miselu has created a Kickstarter project to help fund production of the device, and for purchasing materials for the project in higher quantities, thus making it cheaper to acquire.

A $99 donation to the Kickstarter project will get you one of the first C.24?s off the assembly line, with estimated delivery in November.

Boy Scout organization reaches out to former church home

The scout executive for the Chattahoochee Valley area Boy Scout organization has written a letter to First Baptist Church on the Square after news broke last week the church would not continue its charter and host the scouts.

The church?s move was made in response to the Scout?s decision to allow gay members.

?There are several very strong supporters of scouting who are still members of First Baptist on the Square who will continue in scouting and continue to support scouting that we do not want to lose or have a feeling that scouting has a problem with their church or faith,? said Anthony Berger, scout executive. ?Scouting is open to all faiths and continues to bring many young men to God.?

The text of the letter is as follows:

An open letter to First Baptist on the Square

Recently an article in the LaGrange Daily News published on Friday July 5th was printed in regard to the recent decision made by First Baptist on the Square to not renew their Annual Charter Agreement with the Chattahoochee Council, Boy Scouts of America.

It seems that the article has caused some unfavorable perceptions about this decision and the relationship between First Baptist on the Square and the Chattahoochee Council, Boy Scouts of America. I have personally talked with Dr. (Paul) Baxter and he and I had a very favorable conversation.

In no way was my comment, ?There have been a lot of knee-jerk reactions? directed towards First Baptist on the Square. It was a statement made in reply to a question concerning overall how chartered partners are responding to the change.

We have always valued the relationship that First Baptist on the Square and the Chattahoochee Council, Boy Scouts of America has had over the past several decades. Together this mutually beneficial relationship has guided young men into leaders in our community. We respect their decision not to renew their annual agreement with us. We also know that the decision was made through a process involving several levels of church leadership and in no way did we view it as a decision that was made lightly or without much deliberation.

Iconic Scoutmaster Fred Lundberg made a profound impact on the lives of hundreds of boys and recently was elected to serve as Council Vice President of Program where his leadership would impact thousands of boys in our region. He was elected by our board of directors to be a voting member at the National Annual Meeting. I personally was saddened to see him resign because of this decision. I admired the way he composed himself after the vote and even though I disagree with him I respect his decision and still admire him greatly.

In my discussion with Dr. Baxter we both agreed that just because you have a disagreement with someone doesn?t mean you still can?t have a healthy and positive relationship. Even though First Baptist on the Square will no longer serve as a chartered partner does not mean that our two organizations can not have a mutual respect for each other and the works we do. All it means is that our relationship has changed and we both look forward to this new chapter in our relationship as we both seek to influence lives in a positive way and will be open to others ways that we can work together for the good of our community.

Baxter said Thursday he was pleased Berger wanted to correct the false impression.

?I have chatted with him and he knows that we did not rush into our decision but spoke with Boy Scout representatives before and after our decision; and, that we did not eject the Boy Scouts but simply chose not to renew our charter in January, giving them months to relocate,? Baxter said. ?We had a most cordial and forthright conversation in which we both expressed the importance of being able to disagree agreeably and work together when possible. We have much love for the Boy Scouts. I reiterated the fact that while we love and welcome anyone and everyone, we cannot countenance teenage boys going camping in two person tents with avowedly homosexuals with an acknowledged attraction for boys. However, we had a wonderful relationship with the Boy Scouts, and are most blessed to have as church members a former national director of personnel of the Boy Scouts and a super dedicated scout master.?

Berger said offers of new hosts for the displaced Boy Scout troop have increased since the news first broke.

?We received several calls from churches and individuals asking how they can help and we are following up with each of those,? he said.

Landon Donovan tied the score late in the first half when converted his second penalty kick of the tournament for his 53rd international goal. Joe Corona got his first international goal early in the second, and Stuart Holden made his first start in nearly three years for the U.S. (2-0), which has reached the quarterfinals of all 12 Gold Cups.

The US won its seventh straight game, tying a team record set in June 2007.

While Wondolowski has led or tied Major League Soccer in goals for three straight seasons, he hadn't scored for the national team in 11 appearances before getting his first in an exhibition win over Guatemala on July 5.

"I'm very confident in my play," Wondolowski said. "Just even getting the goals is so huge. I'm feeling more confident in my passing and in my touch and things like that where it's helping me raise my level."

Wondolowski scored a first-half hat trick in Tuesday's 6-1 win over Belize, when his jersey was misspelled "Wondowlowski." He started this match on the bench, then replaced Herculez Gomez in the 58th and scored the final two goals in the 66th and 85th minutes. Superstitious, the 30-year-old San Jose forward had an extra "W'' stitched on the inside of his jersey.

"Wondo is doing wonderful," U.S. coach Jurgen Klinsmann said. "It's just a joy to see him every day, in training and now getting his goals that he was waiting for such a long time for ? and now they're coming. He was a bit disappointed when I told him that he's not coming off the start right away, but I told him 'We got to keep your goals for the second half,' ? which he did."

Wondolowski, Donovan and Holden all are making a case to be included in the player pool for World Cup qualifiers at Costa Rica on Sept. 6 and at home against Mexico four days later.

"The benchmark for us now starts with Costa Rica," Klinsmann said. "We're looking forward to that match. We need now games where we're eye-to-eye with the opponent."

Donovan, a veteran of three World Cups hasn't played for the national team in 11 months before the Guatemala match because of injuries and a four-month sabbatical from soccer that ended in late March.

Holden made his first start for the U.S. since an exhibition against Colombia on Oct. 12, 2010. A knee injury the following March sustained from a tackle by Manchester United's Jonny Evans limited the Bolton midfielder to one club match in the next 22 months.

The Americans, who have not won the North and Central American and Caribbean championship since 2007, complete the first round Tuesday against Costa Rica in East Hartford, Conn., then play their quarterfinal at Baltimore on July 21.

Cuba, ranked 82nd by FIFA ? a full 60 spots behind the U.S. ? gave the Americans an unexpected test.

Before a crowd of 17,597 at Rio Tinto Stadium, Jose Ciprian Alfonso put Cuba (0-2) ahead in the 36th minute. He beat defender Oguchi Onyewu to a cutback pass from Ariel Martinez, who has rounded left back Edgar Castillo near the end line. Ciprian Alfonso then sent a right-footed shot past goalkeeper Nick Rimando.

Donovan tied the score in the second minute of stoppage time with a penalty kick, extending his U.S. scoring record.

Corona finally gave the Americans lead in the 57th when he latched onto a loose ball and let loose a curling a shot from the edge of the penalty area.

"We were trying to get a quick goal in the second half, so we could get that confidence back and try to play our game and try to get more goals," Corona said.

Wondolowski made it 3-1 with his a close-range flick off a cross from Kyle Beckerman. He finished off the scoring from the center of the penalty area.

"It's such a huge honor, any time you put on that jersey, any time I see that jersey, it just gives me chills and I love being a part of it," Wondolowski said.

Pacific Rim game arrives on iOS and Android

Warner Bros. Pictiures? epic giant monster vs. giant robot action movie Pacific Rim released in theaters this week. As has often become the case these days, a movie tie-in game is not far behind thus we now have the Pacific Rim game on iOS and Android.

Developed by the Indian company Reliance Games, the Pacific Rim game is naturally based on the movie and brings some of the robot vs. monster action to the small screen.

If you were expecting some original gameplay, however, you are going to be in for some disappointment. Although the game lets you choose from five different robots, known as jaegers, and the visuals seem pretty decent, the gameplay is a clone of the screen swiping and the occasional pressing of buttons on the side to dodge action that we first saw in Infinity Blade almost three years ago and in several other games over the years, including Batman: Arkham City Lockdown and Man of Steel. Although it does seem appropriate here but the lack of novelty is sure to bore you quickly.

The Pacific Rim game is available on the App Store and the Play Store for a steep $4.99. Personally, it doesn?t seem like something I?d spend five bucks on.

UK issues Greece jellyfish warning

The UK Foreign Office has updated its travel advice for Greece, warning that jellyfish blooms have been reported and for people to heed local advice.

Officials have already issued warnings about jellyfish in Mediterranean coastal waters for France and Italy.

But local marine biologists said this year's increase was "no different" from other years and that the blooms consisted of non-stinging species.

They added that they were monitoring the situation very closely.

A Foreign Office spokeswoman told BBC News: "We have been alerted to large numbers of jellyfish in the Mediterranean this summer, especially in a number of key holiday destinations for UK tourists.

"We have updated our travel advice for a number of Mediterranean countries to reflect this issue."

She added that the Foreign Office aimed to keep its advice "as informative and useful for visitors as possible".

Global problem

However, Stefano Piraino - project co-ordinator of the Mediterranean JellyRisk programme - said there was no need for tourists to be unduly concerned.

"Of course, as in any other ocean or sea in the world, there might be some problems," he said.

"In the Mediterranean, we are lucky and do not have deadly [jellyfish]."

But he did acknowledge: "We are experiencing, as in many other places around the world, an increase in jellyfish."

Prof Piraino, a marine biologist at the University of Salento in southern Italy, said the JellyRisk programme - also involving researchers from Spain, Tunisia and Malta - was set up because there was growing concern about the impact of increasing number of jellyfish on human activities in the region, such as fishing as well as tourism.

He told BBC News that the programme's main focus was on a citizen science campaign.

"This is a very important tool," Prof Piraino observed.

"We have, since 2009, used this approach where we are asking tourists, sailors, fishermen, divers - all the people that are in the sea - to send information about the presence of jellyfish."

The team have developed a smartphone application that not only allows people to send information, but also receive details about the abundance of jellyfish in their area.

The app also provides scientifically sound information about how to treat stings because the venom of jellyfish varies according to the species that inflicted the injury.

"We have collated scientific evidence and results from clinical trials, which we have reviewed so we can now, through the app and printed material, offer advice on the treatment of stings," he explained.

The team will also install anti-jellyfish nets at a number of popular beaches in order to assess their effectiveness.

Prof Piraino said it was difficult to pinpoint a single cause for the increase in the abundance of jellyfish.

"This is a result of many different causes. These can be different from site to site," he said.

"Generally, there is evidence that there is an increased abundance because of an increase in sea surface temperature.

"This is coupled with other things, such as the fact that we are changing the coastal marine environment."

One example he cited was the construction of artificial reefs for flood defences, which used a material favoured by jellyfish.

He added that this has been observed more often in other European bodies of water, such as the North Sea.

"This places a hard substrate in the sea, which is the preferred substrate for the larvae stage of jellyfish.

'Vicious cycle'

Overfishing was another contributing factor, he added.

"We are overfishing the oceans, which means we are catching all the big fish so the fish population is being reduced and we eliminate competitors and leave more food for the jellyfish."

A recent report published by the UN Food and Agriculture Organization (FAO) concluded that the increasing number of jellyfish was creating a "vicious cycle" because the jellyfish were also feeding on the eggs and larvae of commercially important fish species.

In June, marine researchers gathered in Japan for the fourth International Jellyfish Bloom Symposium to share research on the global problem.

According to the FAO report, some experts have warned that, if the trend continued unabated, jellyfish could supplant fish in the world's oceans, triggering a "global regime shift from a fish to a jellyfish ocean".

Prof Piraino offered a solution, saying that people had to "learn to love jellyfish".

"The Chinese have been eating jellyfish for millennia," he said.

"Now there is documented evidence that non-stinging jellyfish in the Mediterranean can be eaten - they are full of antioxidants and they provide molecules that can be used in the pharmaceutical or cosmetic industries.

"Therefore the creatures should be viewed as a resource rather than a pest."

[All iPads] Current iPad Owner - Looking for opinions about cheaper tablets for work.

Hey Everyone,

I currently have a third generation iPad that I use for most of my email, surfing, and videos. See my signature for all my devices.

What I'm asking is:

I teach Marching Band and Drum Corps. and I put all my music pages into iBooks on my iPad. It's great! The bad part is that I have dropped my iPad twice and currently have no more AppleCare+ replacements. I would like to buy a very cheap Android or Windows tablet to be able to bring to practice, put the music scores on it, along with the drill pages, and not care if it rains, or gets dropped every now and then. The only thing I really need it to do is to be able to save and read PDFs, and to be able to access them without Internet (basically saving them to the device itself). I am looking to spend no more than 100 bucks, maybe a tad bit more.

Anyone have any suggestions?

San Diego mayor admits he needs 'help' amid sex harassment accusations

San Diego Mayor Bob Filner has said he will not resign, despite calls to step down from some of his fellow Democrats.

(CNN) -- Dogged by allegations of sexual harassment, San Diego Mayor Bob Filner admitted Thursday "that I need help" but stopped short of resigning.

"I'm clearly doing something wrong," he said.

Some of his longtime backers are urging Filner to step down. Among them is former city councilwoman Donna Frye -- a Democrat, like Filner, who recently worked in the mayor's office. She said Thursday that after hearing allegations directly from several women, "I could not not act." She sent Filner a letter Tuesday asking him to step down.

Filner acknowledged Frye's request in a statement Thursday and implicitly admitted there was merit to her concerns.

"I am embarrassed to admit that I have failed to fully respect the women who work for me and with me, and that at times I have intimidated them," he said. "It's a good thing that behavior that would have been tolerated in the past is being called out in this generation for what it is: inappropriate and wrong."

No women have come forward publicly to detail allegations against Filner. He has not been charged with any crime, nor has anyone filed a lawsuit against him.

Yet Marco Gonzalez, a Southern California lawyer, told reporters Thursday he and Frye know of "very specific acts from individuals who have worked for the mayor that they have been subjected to behavior that does not meet our community standards." It's up to them to provide specifics, Gonzalez said, but even absent such public declarations, he and others felt compelled to speak out for them.

"I believe what they have told me, and they are not alone," Frye said.

Amid the uproar, the mayor announced Thursday that he's "begun to work with professionals to make changes in my behavior and approach" and that he and his staff will have sexual harassment training. Filner also promised that he'd personally reach out and apologize to those who now or have in the past worked in his office.

"Please know that I fully understand that only I am the one that can make these changes," he said.

Filner did not indicate he had any plans to resign.

Earlier this week, numerous reports -- including one from CNN affiliate KSWB -- said that Filner's fiancee, Bronwyn Ingram, had called off their engagement for unspecified reasons.

The Republican Party of San Diego cheered Ingram's move on its Facebook page, saying "she deserves better." Since then, they have kept up their criticism of Filner and Democrats who, they allege, overlooked Filner's behavior that they claim "has been widely known ... for years."

In her remarks Thursday, Frye said she understood that "there will be many opportunities to turn this into a political side show or worse." The mayor himself can help address the crisis, and help San Diego, by stepping down, she said.

"I am asking our mayor and his closest advisers to please take this to heart," the councilwoman said. "To please hear what we are saying, and to do the right thing."

It?s been quite a while since the Church of Christ in Highland Park has hosted a religious service. The century-old building in the 4900 block of York Boulevard is fenced off; the exterior is water stained and the dated green carpet covers the floor of the main sanctuary. But the century old building retains an imposing albeit neglected presence on a mostly residential stretch of York, where it?s tower and peaked roof rise above the surrounding bungalows. ?Now, under new owners, the old church is poised to start a new life but not as a place of worship.

The 6,600-square foot building is being as a possible retail, restaurant or ?Creative/Loft? space, according to a LoopNet Listing. ?One person who was on the church said the place needs a lot work but could be used as a music venue or other uses. He said it had not been used as a church for several years.

But one possible hurdle facing any conversion of this property into a restaurant, retail or other use is that it lacks any off-street parking, as noted in the listing.

Still, the property is located a short walk from the new stores and cafes that have popped up along York in recent years. Says the listing:

We are aiming to have a restaurant as well in the space. The biggest hurdle is going to be get attaining the change of use permit & live music permit. We have a parking lot four blocks away? However, I really believe in NELA. Certainly think that this venue could be the first place to socialize, see some great art & cinema. I?ve had a passion for cinema & music since a young age and I really want to build a space that allows people to see all forms of music & all types film. Something enriching. House GOP's Solution For Short-Staffed, Poorly Trained IRS: Slash Its Budget 24%

House Republicans have decided to make the IRS their summer pi?ata. Its leadership says it will bring a series of anti-IRS proposals to the floor later this month. And an appropriations subcommittee?s spending bill would slash the agency?s budget by $3 billion, 24 percent below levels Congress approved in March. If the plan is to score political points?by hamstringing the agency?s ability to do its job, starving the beast, this way makes perfect sense. But if you are interested in improving the way the IRS works, it is foolish and counter-productive.

This IRS-bashing is hardly surprising?or unexpected? given the agency?s bungled management of its tax-exempt entities office and its tone-deaf Star Trek videos. And, of course, few Democrats will leap to the defense of what is probably the government?s least popular agency.

Forgive me, but let?s try to apply a dash of common sense to the agency?s problems. After months of looking, the IRS? most vocal critics have found no evidence that its poor?processing of requests by political organizations seeking tax-exempt status was politically-motivated.

It was, however, real. And its cause seems to be?a staff that suffered from low skills, poor training, low morale, a shortage of resources, and bad management. It is hard to see how cutting an organization?s budget by one-third will fix any of these problems.

To be even more specific:? Tea Party and other conservatives groups had two main objections to the way they were treated by the IRS: They were subjected to lots of intrusive questions and the applications process took too long.

The agency has stopped asking the questions and new management wants to speed up the process. But deep budget cuts in a labor-intensive organization won?t increase efficiency. They will almost certainly slow down IRS processing of something?if not requests for tax-exempt status, then something else.

Then, there is the matter of the Affordable Care Act. House Republicans have made no secret of their desire to repeal the law (they have voted to do so 38 times). Failing that, they?ve loaded the IRS spending bill with riders aimed at barring the agency from using money to implement key provisions of the law, including the individual mandate.

There is nothing new, of course, about Congress trying to legislate through riders to spending bills. Democrats did it for years when Republicans were in the White House. But it is almost always a bad idea.

This IRS budget isn?t going to pass Congress. Everyone involved in this little comedy knows that. But it will leave the agency facing?months more uncertainty at the very time when it needs solid management and good, highly-motivated staffers.

The bottom line is simple: Congress gives the IRS more and more to do, whether it?s running much of the nation?s social safety net, subsidizing favored industries, or having to enforce increasingly complex laws. The agency has been short-staffed for years. Reducing funding to 2001 levels, as this bill does, would only make matters worse.

Many?lawmakers who will vote to cut funding will soon turn around and blast the agency for aiding and abetting the tax gap by not enforcing the law. Then, they?ll accuse the agency of sending jack-booted thugs after taxpayers who don?t pay what they owe.

Even if you believe in a government limited to, say, national defense, homeland security, and farm subsidies, you still need to levy taxes and you still need someone to collect them. If you grouse about the ?47 percent,? and want everyone to contribute, you need to collect taxes from a lot of households. And you want to do it as efficiently?as possible.

The IRS can?t win, even when it is doing a pretty good job.?And there is no doubt that these days it is not doing a great job and?many of its problems are of its own making. The nation?s tax collector?needs repairs. But a summer of IRS-bashing?won?t fix a troubled and often badly managed agency.

India won the Under-19 International Series after demolishing Australia by eight wickets in the final at Marrara Oval here on Friday.

India never looked troubled in their run chase and reached Australia's total of 75 in only the 16th over to finish the series unbeaten. Sanju Samson (20 not out) and Ankush Bains (40) got the team home with 207 balls to spare.

Indian captain Vijay Zol won Player of the Series after a dominant tournament with the bat, scoring 284 runs. The Man of the Match was medium pacer Deepak Hooda, who in his 10 overs took three wickets for 22 runs.

Abhimanyu Lamba, Chama Milind and Kuldeep Yadav struck twice as Australian batting collapsed like a house of cards.

The Australian players may have spent last night watching one of last year's Australian U-19 representatives, Ashton Agar, bat his way into history in England. But they were unable to use that inspiration to produce any Agar-like heroics with the bat.

Australian fast bowler Matt Fotia was the only player to snare a five-for during the tournament and finished top of the bowling table with 10 scalps at an average of 17.20.

Quebec train explosion caused by inadequate breaks, says company

In a news conference on Wednesday, the head of the Montreal Maine and Atlantic Railway pointed to insufficient hand brakes as a likely cause of the accident, which left 60 people missing or dead.

Sixty people are either dead or missing after the train?- which had been parked on a slope 12 km (8 miles) away on Friday night - moved off, without a driver, accelerating downhill into Lac-Megantic. There it derailed and blew up around 1 a.m. (0500 GMT) on Saturday.

Dozens of buildings were flattened in the historic center of the lakeside town, including a popular bar that was crowded when the explosion occurred.

One focus of the probe is whether the engineer, the train's only operator, set enough hand brakes on the train?when he parked it at the end of his shift on Friday night.

"It's very questionable whether the hand brakes were properly applied on this train. As a matter of fact I'll say they weren't, or we wouldn't have had this incident," Burkhardt told an often raw and unruly outdoor news conference in Lac-Megantic.

As he spoke, irate town residents looked on and called out repeatedly, on occasion drowning out his words.

"There are no words to describe what this man did here,"?Alyssia Bolduc, 23, told Reuters afterwards.

Only 15 bodies have been recovered, none of which have yet been identified, and relatives hold out little hope that anyone will now be found alive, given the scale of the destruction.

Burkhardt, who said he did not think sabotage was involved, told reporters he understood why people were angry.

"I feel absolutely awful about this. I'm devastated by what's occurred in this community," he said. "We are making an abject apology to the people in this town."

MMA?is one of many North American railroads that have vastly stepped up crude-by-rail deliveries as producers seek alternatives to pipelines that have been stretched to capacity by higher U.S. and Canadian output.

Canada's Transportation Safety Board?has said it wants to know if?MMA?followed proper safety procedures when the 72-car train?was parked for the night before it rolled downhill and slammed into Lac-Megantic.

After it was parked, a small fire broke out on one of the train's locomotives.?MMA?executives say they believe the train's air brakes failed after local firefighters shut down the locomotive's engine to fight the fire. The engine was powering the air brakes.

"They (the firefighters) did what they thought was correct. It was an important causal factor in this whole thing. Do we hold them responsible? No," Burkhardt said.

The failure of the air brakes should not have caused the disaster since Canadian regulations say enough hand brakes must set to ensure a parked train?cannot move.

"It seems that adequate hand brakes were not set on this train?and it was the engineer's responsibility to set them," Burkhardt said.

He said the engineer has been suspended without pay.

Reuters has not been able to reach the engineer. Union official?Jocelyn Desjardins?said he could not immediately provide the name of the engineer's lawyer, or even confirm he has one.

MMA, which is headquartered in?Chicago, has a long history of accidents in?Canada, according to?Transportation Safety Board?data, which shows 129 accidents, including 77 derailments - some of them minor - since 2003. It is one of only two rail companies in?Canada, both of them small, that is allowed to operate trains manned by a single engineer.

A TSB official said she could not immediately say how?MMA's accident rate compared with other rail operators in the country.

The destruction in Lac-Megantic forced about 2,000 people, roughly a third of the town's population, to leave their homes and seek shelter in local schools or with friends and family. Around 1,200 have since been allowed to return to their homes, some of which are still without power or water.

"After that tragedy, after watching that fire burn half the downtown, we are happy to be back home," said?Denis Leveille, 57. "But we're not really settled in, because we don't have electricity right now. Our only power is that yellow cord there," he said, pointing to an extension cable running out a front window and across the yard to a neighbor's house.

"We need that for the fridge and the coffee maker - so we have coffee in the morning and beer at night."

Baron Davis has always been a kind of eccentric guy, and his weirdness was out in full force on a recent edition of The Champs, a comedy podcast hosted by Chappelle?s Show co-creator Neal Brennan and comedian Moshe Kasher.

Most of the interview with Davis, who most recently played for the New York Knicks in 2012, was actually unremarkable, with Davis addressing such issues as life after basketball, his time playing for Don Nelson and the use of painkillers to rehab from injuries.

Unremarkable, that is, until Davis started talking about that time he got abducted by aliens driving from Las Vegas to Los Angeles, and then ate with them at In-N-Out Burger. You know, a normal, everyday alien encounter.
